Position Summary:

The Ted and Karyn Hume Center for National Security and Technology is a university-level research center at Virginia Tech. Its mission is to cultivate the next generation of national security leaders by developing and executing experiential learning and research programs to engage students and faculty.

As one of the fastest growing research centers at Virginia Tech, sponsors and collaborators benefit from both highly experienced student talent and technical research leadership that address some of our nation’s greatest security challenges. The Hume Center team, most of which have prior experience in industry and government roles, executes research on behalf of military and intelligence agencies and the companies that support them.

The Hume Center operates three research laboratories, to include the Information Systems Laboratory based in Arlington, Virginia, which is focused on cybersecurity, data analytics, and machine learning. The team currently includes 14 personnel and an extramural research portfolio of $2.7M/year. Over the coming five years the goal is to grow this to a $5M to $6M annual portfolio and a team of 25 to 30 researchers.

The Director of the Information Systems Lab is responsible for overall leadership of laboratory personnel and programs, and is a member of the Hume Center’s executive leadership team. The selection of rank of Research Associate Professor or Research Professor will be commensurate with experience.

Research Leadership (50%): The director is responsible for providing technical leadership of the lab’s major programs often serving as principal investigator on efforts with multi-million-dollar budgets and of strategic value to the Center.

Research Development (25%): The director is responsible for supporting lab-wide program development efforts through sponsor engagement, proposal authorship, and industry engagement.

Management (25%): The director serves as the line manager for the team of researchers and is responsible for supporting mentorship and career development, transaction oversight, laboratory operating budget management, and labor programming across the laboratory.

The position will be principally responsible for sustaining current research and growing additional programs in coordination with Center researchers and partners from industry and government.

This position includes a broad portfolio ranging from information security to machine intelligence, and the successful candidate is expected to have broad expertise across these disciplines and deep technical expertise in specific areas as demonstrated by previous research contributions, academic publications, and program success as a principal investigator. The successful candidate will have demonstrated research leadership and program development skills, including strong connections within the defense and intelligence communities, academia, and industry.

The following are the specific responsibilities for this position:
(1) identify and impact new funding opportunities as early in the program development cycle as possible;
(2) work with Center faculty to develop strategies for sustainment and growth of research, along with agency-specific engagement strategies;
(3) serve as principal investigator on research proposals and awarded grants and contracts;
(4) support research on awarded programs by conducting basic and applied research, authoring technical documents and presentations, and publishing peer-reviewed papers;
(5) coordinate and oversee internal investment resources for seed projects targeted at growing and demonstrating research capability in new areas;
(6) manage research activities of graduate students, postdoctoral fellows, and other research faculty for which the individual serves as principal investigator; and
(7) serve as the line supervisor for researchers in the Information Systems Lab.

This position reports to the Director of the Hume Center and is a member of the executive leadership team. Given the nature of research conducted within the Hume Center, the candidate will need to conduct sensitive research relating to national security. Consequently, US citizenship and the ability to obtain and maintain a security clearance are required.

Required Qualifications:

An earned Doctoral degree in Computer Science, Computer Engineering, Electrical Engineering, or related discipline;

-Evidence of excellence in research and development, and program leadership;

-Experience with leading and conducting research and development in cybersecurity, data analytics, machine learning, and related areas;

-Proficiency with the tools germane to field of research;

-Ability to obtain and maintain a security clearance;

-Demonstrated ability to work as a member of a team in executing upon research projects; and

-Strong communications skills.

Preferred Qualifications:

-Interest and/or experience in working effectively with a diverse faculty, staff and student population;

-Experience working in an academic or government laboratory environment;

-Experience conducting research programs supporting the federal government;

-Experience working with defense science and technology agencies such as DARPA, IARPA, and ONR; and

-Strong influencing skills and reputation for highest level of integrity.
