Position Summary:

Reporting to the Director of Capital Construction and Renovations (CCR), the Associate Director- Project Support Group, CCR (AD-PSG) directly supervises a pool of Capital Project Inspectors (CPIs). The incumbent fulfills the role of acting Director of CCR in his/her absence. Additional roles and responsibilities include providing technical support through cost estimate validation for Architecture/Engineering and professional services contracts, construction contracts, and changes orders; scheduling and schedule validation for design and construction projects; construction quality control/quality assurance. Additionally, this position is intended to be well versed (high expertise) in Commonwealth of Virginia Department of General Services Bureau of Capital Outlay Management (BCOM) processes and procedures and to provide liaison services with BCOM as required.

Required Qualifications:

- Advanced Degree in Engineering, Architecture, or related field or training and education equivalent to an advanced degree.
- Management experience with responsibility for a major building construction program including supervision and management of professional staff.
- Established record of progressively responsible work experience and excellence in areas of leadership, staff development, management and organizational development.
- Experience in procurement and implementation of multiple construction delivery methods such as Design-Bid-Build, Construction Management @ Risk, Design-Build, etc.
- Experience with Quality Assurance/Quality Control management.
- Experience with design and construction cost estimation, scheduling/scheduling analysis
- Working knowledge of engineering and building construction practices and procedures with skills and knowledge of building systems and the ability to read and interpret plans and specifications.
- Must possess exceptional interpersonal skills with the ability to interact and communicate effectively with diverse groups of people.
- Current proficient skills with computer applications, such as Microsoft Project, enterprise database, etc.
- Must have valid drivers’ license.

Preferred Qualifications:

- Licensed Professional Engineer (PE) or Registered Architect (RA).
- Capital construction and facilities management experience in a public sector and/or higher education work environment.
- Design/construction negotiations and contract administration experience.
- Computer aided design, building information modeling software
- Working knowledge of the Commonwealth of Virginia Construction and Professional Services Manual and Commonwealth of Virginia Public Procurement Act.

- Though work hours are typically Monday – Friday 8 a.m. – 5 p.m., may be required to work additional hours or modified schedule to meet needs of the department.
- May be required to travel to Virginia Tech properties or meetings off campus which may require overnight stays.
- As situation dictates must wear appropriate Personal Protective Equipment (PPE).
- This position meets the criteria for issuance of a mobile communication device (such as radio, cell-phone, I-pad, I-pod, pager, etc.). Devices issued are the responsibility of the employee and are to be returned in satisfactory condition upon separation of employment. Devices are to be used according to supervisor instruction and according to relevant policies.
