Position Summary:

The Academic Budget Manager is responsible for managing resource allocation processes and providing financial analyses to support the development of the university’s academic budget.

Job Duties
1. Assist in the financial analysis and promotion of university level academic budget initiatives.
2. Support the annual development, monitoring, analysis and reporting on the university’s Partnership for Incentive Base Budget (PIBB) model.
3. Administer initiative funds on behalf of the Provost including the Provost’s reserve, the academic initiatives pool, faculty start-up support, and the Destination Area pool.
4. Support the process for approving college hiring plans and any associated commitments of new faculty start-up support.
5. Perform queries against the university’s centralized data systems and work closely with the Office of Academic Decision Support in order to obtain meaningful quantitative data to inform a wide variety of policy and procedural issues. Also, obtain qualitative information and context for quantitative analyses through regular communication and contact with college and vice presidential area staff.
6. Collaborate with fiscal officers in the colleges and vice presidential areas, and staff in the Office of Budget and Financial Planning on budget development, analyses, and reports. Advocate for policies and procedures that represent the strategic goals of the Provost and the academic units of the institution.
7. Design and implement improved methods for compiling existing information to improve reporting capabilities.
8. Maintain effective, positive and open communications with Provost area departments, university administrative departments, and dean and vice presidential offices.
9. Deliver quality customer services to both internal and external constituents in a professional helpful and courteous manner.

Required Qualifications:

Master’s degree, preferably in a related field such as public administration, finance, business administration or education or a Bachelor’s degree in relevant field and significant related experience equating to an advanced degree.
Advanced spreadsheet skills, including manipulation of large data sets; ability to analyze, summarize and present quantitative and qualitative information clearly.
Evidence of strong interpersonal skills and effective writing and communication skills.
Significant, successful experience in a financial management related position in a higher education setting.
Knowledge of Virginia Tech financial and academic policies and procedures and their related enterprise systems.

Preferred Qualifications:

Master’s degree preferred.
Experience working with relational database software.
The successful candidate must be detail-oriented but with an ability to understand the university environment and contribute broadly to a variety of university goals and projects.
