Position Summary:

Contract and Proposal Development Coordinator is responsible for facilitation, preparation, and negotiation of transportation related research contracts and proposals. This position reports to the Office of Sponsored Programs (OSP) Director of Contracts with a dotted reporting line to the Director of Finance at Virginia Tech Transportation Institute (VTTI). VTTI is one of seven research institutes created by Virginia Tech with a mission to advance transportation through innovation and influencing public policy on national and international levels. This position is co-located at VTTI at 3500 Transportation Drive and at OSP in the North End Center at 300 North Turner Street in Blacksburg, Virginia.

The coordinator is an OSP institutional liaison to both the faculty and prospective sponsors of VTTI on contract matters, provides guidance for research administration activities, and participates in outreach and training efforts to the university. Primarily, the coordinator will be responsible for working with the Applied Research Contracts Program Coordinator at VTTI in the preparation and negotiation of transportation contracts, Request For Proposal (RFP) review (including associated terms and conditions), and assisting the Proposal Team with submission requirements. The coordinator will be expected to develop working relationships with various contracting organizations, including industry, federal, and state agencies, in order to minimize the time necessary to complete negotiations and set-up of awards. Negotiations involve non-disclosure agreements, cost reimbursable and fixed price contracts, IDIQ’s, and Research Services Agreements requiring a great deal of quick coordination, analysis, and detailed negotiation.

Required Qualifications:

- Master’s degree or Bachelor’s with significant relevant work experience may be considered.
-Demonstrated experience and working knowledge of federal and non-federal regulations and guidelines, cost principles, uniform administrative requirements for grants and audit of states, local governments, and non-profit organizations. These include Federal Acquisition Regulations (FAR) and Department of Transportation Regulations.
-Demonstrated leadership and independent initiative.
-Demonstrated experience in the management and/or negotiation of complex contracts or grants.
-Demonstrated ability to work collaboratively and cooperatively in a team environment, and interface with all levels of an organization.

Preferred Qualifications:

- Professional designations such as Certified Research Administrator (CRA); Certified Federal Contracts Manager (CFCM); or Certified Public Accountant (CPA).
- Virginia Tech Research Administrator Certificate (Level I and II).
- Demonstrated training experience in a professional environment.
-Familiarity with transportation research.
