Position Summary:

-Responsible for all phases of the procurement process in accordance with state laws, the Purchasing Manual for Institutions of Higher Education and their Vendors as well as university policies and procedures, while ensuring that all purchases are performed accurately and timely.
-Solicits and issues contracts for a wide variety of Information Technology goods and services as requested by university departments utilizing a variety of complex procurement methods.
-Performs research and analysis to identify potential strategic contract opportunities.
-Employs best business practices to assist IT procurement office with continuously improving performance, compliance, efficiency and effectiveness.
-Provides training and assistance to university departments in requirements necessary to support sole source justification, purchase of software licenses, and purchase of IT goods and services.

Required Qualifications:

-Strong communication skills
-Ability to work independently and as part of a diverse team
-Ability to conduct business with professionalism and diplomacy at all levels within the university as well as vendors, manufacturers, and contractors
-Experience with use of internal ERP, automated procurement systems (e-procurement), and report generation
-Experience with all phases of competitive purchasing processes and procedures
-Demonstrated analytical, planning, and time management skills
-Demonstrated ability to exercise sound judgment, take initiative, handle multiple competing priorities, solve problems, and attend to detail while maintaining a big-picture perspective

Preferred Qualifications:

-Experience with purchasing IT goods and services
-Working knowledge of BANNER purchasing module functionality
-Procurement experience in a higher education environment
-Experience in development of formal IFB and RFP solicitation documents
-Experience in developing, awarding, and administering complex term contracts
-Experience with contract management system(s) such as Cobblestone, ESM, etc.
-Advanced education in business administration or similar area, or equivalent education and procurement experience
-Professional procurement certification is desired and will be expected to be achieved within two years of hire
